党的十七大报告第一次提出了"只有改革开放,才能发展中国"。这一科学论断经历了一个从"只有社会主义,才能发展中国"到"只有改革开放,才能发展中国"的历史演化。它的提出有直接的历史原因,也有深刻的国情背景和时代要求。"只有改革开放,才能发展中国"的提法具有鲜明的时代性,表明党和国家对中国特色社会主义规律的认识更加深化,对改革开放这一强国之路的认识更加清醒、更加坚定。

It is first put forward in the Report to the Seventeenth National Congress of the Communist Party of China that ＂only reform and opening up can develop China＂, which has evolved from ＂only socialism can develop China＂. Its proposition is based not only on historical reasons but also on the national conditions and the requirement of the times. Such a scientific thesis has the distinct quality of the era and manifests our party＇ s deep understanding of the laws on socialism with Chinese characteristics as well as the sober and firm belief in the way to a powerful na- tion through reform and opening up.
