民族自治地方民族事务委员会面临的困境及对策

ANALYSIS OF THE DILEMMA CONFRONTED BY THE ETHNIC AFFAIRS COMMITTEE IN ETHNIC AUTONOMOUS REGIONS AND THE COUNTERMEASURES

中国民族自治地方人民政府在享有与同级地方人民政府的管理职能外,还具有管理本地区民族内部事务的特殊自治职能,因此,除了自治地方民族事务委员会以外,其他自治地方政府职能部门也都不同程度地参与民族事务行政管理工作,并分化、弱化了自治地方民族事务委员会的职能,使其陷于"大到无所不管,小到无事可做"的困境。针对此,作者认为应通过制定自治条例将自治地方民族事务委员会与其他职能部门交叉的部分职能明确转移到其他职能部门,明确其管理民族事务的职能职责;同时扩大、强化自治地方民委保留的宣传、组织、协调、监督职能,恢复自治地方民委委员制,以有效发挥民委职能。

The people＇ s government in China＇ s ethnic autonomous regions is capable of managing their own internal affairs autonomously, so besides the ethnic affairs committee, other government functional departments also take part in the administration of ethnic affairs to some degree, which divides and weakens the function of the commit- tee, and leaves them in the dilemma of ＂managing all, managing nothing＂. As for such a phenomenon, the author points out that it is necessary to make autonomous regulations to transfer clearly the overlapping function of the ethnic affairs committee and other functional departments to other functional departments, to define clearly its functions and duties, to enlarge and strengthen its function of publicizing, organizing, coordinating and supervising, and to bring back its committee member system so as to give play to its function effectively.
