摘要
目的了解和掌握崇左市卫生监督体制改革后,在职卫生监督员的基本现状,为有关部门制定崇左市卫生监督事业发展规划和开展卫生行政综合执法工作提供参考。方法根据第39号令《关于卫生监督体系建设的若干规定》和《卫生监督员管理办法》的有关要求设计调查表、问卷等;深入各卫生监督所,按调查表和问卷的内容进行现场查阅资料、询问并填写调查表。结果崇左市在职卫生监督员117人,卫生监督员数为0.5人/万人口;平均年龄为44.13岁,本科学历占8.55%,高级职称占3.42%,法律专业占0.85%;从事卫生监督工作10a以上的79人,占67.52%;卫生监督改制完成后参加过培训的占51.28%。结论崇左市卫生监督员数量配置达不到卫生部《中国2000年预防保健战略目标》每万人配备1.5名卫生监督员的要求,且年龄偏大;高学历、高职称人才少、专业结构不合理,整体综合素质不高,法律专业人才匮乏,难以适应新时期卫生行政综合执法工作。
[ Objectlve]To understand and master the status of in-service health monitors after health supervision system reform, and provide reference for related department to establish career development planning of health supervision and implementation of the health administrative and comprehensive law enforcement. [ Methods] The questionnaire was designed according to the request of decree No. 39 "a number of provisions for health monitoring system" and "health supervisor management approach". The investigation was conducted profoundly, and the tables were filled correctly. [ Results] The number of in-service health monitors in Chongzuo city were 117 (0.5/10 000) , among which the average age was 44.13, bachelorg degree, senior title and law major accounted for 8.55%, 3.42% and 0.85% respectively ; 79 ( 67.52%) worked as health supervisors for more than 10 years, 51.28% had ever been trained after health supervision system reform. [ Conclusion] The allocation of health supervisors in Chongzuo city do not meet the request of "China's 2000 strategic goal of preventive health care" ( 1.5/10 000) promulgated by Ministry of Health. Old age trend, deficiency of highly educated, high-title and law major talents, irrational professional structure and the low overall quality are the difficulties to health administrative and comorehensive law enforcement in the new era.
