我国应加快改进电力交易和调度方式

Electricity Transaction Mode and Power Dispatching Pattern Should Be Improved in our Country

我国电力交易方式和调度方式仍存在较强的计划经济色彩,这是导致近一时期煤电矛盾的重要原因。文章建议,改进电力交易方式,实行发电方与用电方直接交易,电网收取合理的过网费;改进电力调度方式,实行按机组能耗由低到时依次上网。实施这两项措施,有利于理顺煤电供求关系,节约大量电煤资源,大幅度降低工商企业用电成本,并在很大程度上减小CPI上涨压力。

At present, electricity transaction mode and power dispatching pattern still have a strong planning economy characteristics in China, which has partially caused a current contradiction between coal and power sectors. The article proposes the following measures to improve power transaction mode including encouraging the direct trade of power supply ＆ demand-side and charging the reasonable power transmission fee by the grid company, to improve the power dispatching pattern including purchase of power by the order of electricity generating efficiency. The implementation of the above-mentioned measures will contribute to straightening out supply-demand relationships of coal and power, saving the huge coal resource, greatly decreasing the electricity utilization cost of industrial and commercial enterprises, and alleviating the pressure of CPI booming to a great extent.
