清同光年间,西北局势危急,左宗棠衔命西征。他延揽精于兵事、饷事、吏事的各类人才,建构了一个颇具规模的卓越的人才群体。这个具有合理结构的人才群体襄助左宗棠经略西北十余年,在军事、政治、经济等方面皆有建树,极大地影响了西北近代化的进程。
