为了在新时期更快地推动开封市民营经济的健康发展,我们必须解放思想、转变观念,激发全市人民干事创业的积极性。应当采取以下措施:创新中小企业贷款担保形式;拓宽中小民营企业债券融资渠道;加快优秀民营企业在沪深证券交易所上市的步伐;改进民营企业的科技创新体制;加强行业商会建设;大力发展民办教育事业。

To accelerate the proper improvement of private economy in Kaifeng, we should： 1. emancipate the mind and change the ideology to promote starting enterprises by the whole nation ; 2. create new assurance forms of loans for middle and small sized enterprises; 3. broaden ways of financing creditor＇s rights; 4. accelerate the speed of appearance on the Shenzhen and Shanghai bourses of outstanding private enterprises; 5. improve the establishment of creation in private enterprises; 6. strengthen the tie within chamber of commerce; 7. improve educational industry based on private investment.
