摘要
从评价步骤与建立评价指标体系的原则分析入手,基于对港口需求性和协调性考虑,建立了港口规划方案技术评价指标体系。对目前常用的系统评价方法优缺点进行分析比较,采用层次分析法确定评价指标权重,引入模糊综合评判法实现对港口规划方案的技术综合评价。最后,以无锡下甸桥港(作业区)规划方案技术评价为例,对评价指标和评价方法的科学性、可靠性与实用性等进行验证。
Beginning from the evaluation step and analysis of the establishment principle of evaluation index system, based on the consideration about port demand and coordination, we set up a technical evaluation index system about port planning program in this article. Through the analysis of and comparison between the advantages and disadvantages of the system evaluation method commonly used currently, on the basis of defining the evaluation index weight by using AHP, we introduced the fuzzy comprehensive evaluation method for carrying out comprehensive technical evaluation on port planning program. Moreover, taking Wuxi Xiadian Bridge Port (operating area) planning program evaluation as an example, we verified the seientifieness, reliability and practicability of the evaluation index and method.
