官德失范成为滋生腐败现象的土壤,其主要表现是摈弃社会主义的理想信念,执政活动中贪图私利和片面追求个人发展。匡正官德已经成为建设廉政文化的重要内容,加强官德建设,匡正失范官德不但需要依靠制度和监督的约束,而且需要运用政治信念的内化力量,通过官员的道德践履来弘扬共产党人的官德。

The anomie of official morality has become the cause of corruption, and is featured by the abandon of belief in socialism, the seeking for self-interests in administration and the excessive pursuit of personal development. There-fore, the correction of official morality has become the important part in the building of an incorruptive government. The correction of official morality not only depend on the confinement of systems and supervision, but also on the internalization force of political belief.
