摘要
新公共管理运动兴起于20世纪70~80年代,这场运动对于西方公共部门管理尤其是政府管理的理论与实践产生了重大而深远的影响。它的精髓在于将现代经济学、私营企业管理的理论和方法引入公共部门的管理中,引入竞争机制来提高政府工作的效率,等等。它所强调的某些积极思想,对我国高等教育内部管理改革具有重要的理论意义和现实的指导意义。我国在进行高等教育内部管理改革中应借鉴新公共管理理论的可取之处,全面提升管理水平,建立有效的激励制度。强化成本意识,实施明确的绩效目标控制,关注学生的需求,促进我国高等教育事业的蓬勃发展。
Emerges in the 20th century 70 and 80' s, the new public management which managed the theory and the practice of the government management has been significant and profound influenced, particularly in the western public department. It' s essence lie in introduction modern economics and the methods of private department' s managements to public department, introduction competitive system to enhance government service efficiency and so on. Some positive thought it emphasized has the important theory and reality guiding significance to the higher education reform of our country. We must reference the guiding significance of new public management to higher education internal management, like promoting the management level comprehensively, establishing the effective drive system, strengthening cost consciousness, implementing the explicit achievement -objective control, paying attention to student's demand and finally promoting our country higher education vigorous development.
