Related to the unreasonable amounts of borrowing and spoiling soil or stone in the feasible research stage of environmental impact assessment of highway construction projects, the thesis proposed by the approach of earthwork＇s balance in every part to determining the quantity of borrowing and spoiling soil or stone so as to reduce the destruction to the ecological environment, and gave the example in the project.
