It discusses the reasons and disadvantages of restrictions on the number allocation for IMSI and MSISDN in existing network, presents the approach of adding flexible IMSI routing translation node in network to achieve mixed IMSI and MSISDN solution, thus resolves HLR capacity allocation for operators in the situation of mixed IMSI and MSISDN, and improves the operating efficiency of HLR and number resource.
