从汶川地震救援看我国应急救援产业化发展

Industry Policy of China’s Emergency Rescue:Lessons Learned from Wenchuan Earthquake

评估2008年5月12日我国四川汶川地震的应急救援活动,分析我国应急救援力量存在力量薄弱、装备水平低下、技术缺乏等问题,认为发展应急救援产业是提高我国应急救援能力与水平的重要策略。本文在分析我国突发公共事件应急救援需求的基础上,界定了应急救援活动的产业属性,提出了我国发展应急救援产业的宏观构想,探讨了促进我国应急救援产业发展的政策框架,并提出了发展我国应急救援产业的具体政策建议。

A deadly earthquake measuring 8.0 on the Richter scale jolted Wenchuan County in southwest Chinas Sichuan Province on May 12, 2008. This paper evaluates the emergency rescue activities in the earthquake, analyzes the shortcoming in emergency rescue force, such as the poor professionals, the poor equipments and the inadequate technologies and points out that the development of emergency rescue industry is a significant strategy to improve our emergency management system. The paper further analyzes the current situation of China＇s demands of emergency rescue, defines the characteristic of the emergency rescue industry, designs the development plan for China＇ s emergency rescue industry on macroscopical level, discusses the policy framework to promote Chinas emergency rescue industry, and at last, proposes the policy recommendations of emergency rescue industry.
