This paper researches a software engineering measurement expert system for the WEB. Based on the software engineering measurement system and in a formal and consistent framework, it provides comprehensive advices for the software measurement and metrics. This system includes a knowledge base and a inference engine, supports goal-, process- and category-oriented measurement and analysis in software engineering. This system is easy to be integrated to the B/S architecture,and simplify the complexity in the software measurement.
