我国海洋科技创新体系建设与海洋科技政策

The innovative system construction and policies of marine science and technology in China

在分析我国海洋科技创新体系及其存在的问题的基础上，从国家海洋科技创新体系、海洋企业技术创新体系、海洋科技中介服务体系以及海洋科技创新环境四方面构筑了我国海洋科技创新体系的结构框架，并根据不同创新主体的特点，确定各自不同的功能定位和构建方案。同时就海洋科技创新体系的管理体制和运行机制创新进行分析，进而从海洋科技政策法规支持平台建设以及创新体系完善等方面阐述我国海洋科技创新的政策与建议。

On the basis of analyzing the situation and questions of the innovative system of marine science and technology in china, this paper puts forward the frame of the innovative system which includes the national marine Sci-Tech innovation system and the technological innovation system of marine enterprises and the marine Sci- Tech agency service System as well as the innovative environment of marine Sci - Tech, according to characteristics of different innovative bodies, it formulates different function orientations and construction schemes,At the same time, makes analysis on the in- novation of the management system and the operation mechanism,then elaborates policies and suggests of the marine Sci -Tech innovation in china,including the construction of the policy supported platform and improvement of the innovative system of marine science and technology and other aspects.
