公共利益:公共治理的价值取向

Public Interest:the Value Orientation of Public Governance

传统政治学理论认为,政府是社会利益的代表,其行政行为的价值取向应当是社会公共利益。然而,关于公共利益是否存在、公共利益是什么以及如何实现公共利益等问题,学术界依然存有分歧。文章通过梳理公共利益理论的研究脉络来探讨多元主体的公共治理境域中的公共利益问题。

The traditional political theory thought that government was the deputy of social interest and its value orientation of administrative behavior should be social public interest. While, such problems as whether the public interest was exist and what was public interest and how to realize ＂public interest and etc. still kept difference in the field of academia. The paper tried to discuss the problems of multiple main bodies＂ public interest in the condition of public governance through analyzing the research context of public interest theory.
