完善青海农村最低生活保障制度的思路与对策

Countermeasures of Improvement on Qinghai Rural Livelihood Security System at Minimal Level

农村最低生活保障制度已经在青海全面实施,但还存在着覆盖面窄、分档次补助标准难以操作、农牧民家庭年人均收入难以测算、低保对象难以界定等问题。应进一步转变观念、提高认识,加大对农村低保工作的支持力度。合理界定保障对象,科学制定补助标准,确保资金筹集,完善财务监管制度,积极稳妥地推进农村最低生活保障制度的全面实施。

The rural livelihood security system has been fully implemented in Qinghai,but it still exists problems as follows: firstly,the coverage of the implementation is narrow;secondly,it is not easy to carry out the standard operation of subsidy at different levels;thirdly,it is difficult to calculating per capita income of farmers and herdsmen;finally,the difficulty to define the minimal needs.So the government should further change their concepts to enhance mutual understanding and increase support for the project of rural minimal assurance efforts.It is also require reasonable definition of the targeted individuals of the support,the development of scientific grants standards to ensure funding,improvement in the financial supervision system,and pushing forward the rural life of the security system of the full implementation of rural livelihood security system actively and steadily.
