摘要
铁路工程造价的确定是造价全过程控制中重要的关键环节,笔者根据自身十多年实际工作经验,总结了铁路工程造价确定过程中容易产生偏差的几个薄弱环节,找出不同的人编制铁路工程造价时出现较大偏差的主要因素,并对这些因素中定额的选用、运杂费的计算、材料及设备价格的确定、站后工程设计精度的把握、补充定额及单价分析的编制和采用、大型临时设施和过渡工程工程量的估算、以及工序差错漏碰和理解偏差进行了定性或定量分析,为今后铁路工程造价更加科学、合理的确定提出建议。
The determination of railway engineering cost is the critical link in the total process cost control. The author, based on his personal experience in the practical work of over 10 years, sums up a couple of weak links likely to create deviations in course of determining the railway engineering cost, and finds out the main factors of deviating greatly in making the railway engineering cost by different persons. Of these factors, qualitative or quantitative analysis is performed of the quota selection, computation of freight sundry charges, determination of material and equipment price, certainty of system engineering design accuracy, preparation and adoption of additional quota and price analysis, estimate of large scale temporary facilities and transition works, errors, loopholes in and deviations in understanding of work procedures. Proposal is then offered for determining the railway engineering cost more scientifically and rationally.
