新型PTAs产生于"新区域主义"浪潮,其发展态势十分强劲。与传统PTAs相比,新型PTAs具有鲜明的特征和新颖的内涵,其中的投资措施、竞争政策、劳工标准、环境标准等条款尚不在WTO规制范围之内。这类协定的快速发展对WTO多边贸易谈判和WTO法律体制产生一定的负面影响,对发展中成员特别是欠发达成员极为不利,但适者生存则是永恒的真理。

New- type of PTAs have been coming from the tide of ＂New Regionalism＂ with rapid and powerful development. Comparing with the traditional PTAs, There are obvious features and new intentions in the new- type of PTAs. Clauses of investment measures, competition policies, labor standards and environment standards among them have not yet covered in the WTO regime. The rapid development of the new - type of PTAs has produced some negative Influences upon the WTO multilateral negotiation and the WTO legal regime, and it is very unfavorable for developing countries, especially for least developed countries. Nevertheless, it is always the truth that the one who keeps abreast of the times is alive.
