摘要
随着电力市场改革的深化,阻塞管理以及阻塞费用分摊已经成为电力市场急需解决的首要问题。为此,介绍了电力市场中网络阻塞的概念、产生的原因和消除的方法,指出以传输容量价值最大化为目标的跨区域阻塞管理是一种比较有效的阻塞管理方法,基于该方法可以计算出跨区域阻塞联络线上的阻塞费用,将联络线上的阻塞费用在交易参与者中进行分摊。
As electricity market reform further develops,congestion management as well as congestion cost allocation has become the most important issue to be solved in electricity market.This paper introduces the concept,cause and eliminating method of network congestion,and points out that inter-regional congestion management for the objective of maximizing transmission capacity value is a relatively effective management method.The congestion cost of a cross-regional tie line can be calculated based on the method,and congestion cost of tie line can be allocated between the participants.
