摘要
分析了排污权市场化对抽水蓄能电站运营成本的影响。从抽水蓄能电站定价的3种原则中选择了成本加成法进行计算。对抽水蓄能电站的静态和动态服务2部分进行成本计算,加入了排污权市场化因素。在考虑抽水蓄能电站的运营模式时,选择了租赁制和两部制电价作为成本加成定价原则的具体实现环境,并通过对两者的对比得出两部制电价更优的结论。
This article analyzes the influence of the market for emission right （MER） on the cost of pumped storage power station（PSI＇S）. The pricing principle based on the cost and suitable return on investment（PPBCR） is selected to calculate from three PSPS pricing principles. With the MER factor, the cost of PSPS dynamic and static services is calculated. Taking account of the PSPS operating modes, leasehold and tow part tariff mode are selected as the concrete realizing environment of PPBCR pricing principle. By comparing the two modes, we can get that the two part tariff mode is better.
