This paper detailed introduces the "peak and valley inversion" phenomenon after implementing peak and valley tariff in parcel areas of Zhuhang in Nantong area, analyzes the causes and hazards to the power grids' safe operation of the phenomenon, elaborates the necessity and possibility of adopting technology and management measures to solve the contradictions of electric power supply and demand in some areas, objectively describes the orderly electricity consumption in parcel areas and its implementation, and summarizes its successful experience.
