Discussion of Flood Protection in the Yellow River

人民治黄50年来，改变了历史上黄河三年两决口的局面，保证了下游伏秋大汛的安全。但在保证安澜的同时，河床仍继续淤积抬高，大堤越加越高，环境致灾因素有了新的变化，河道致灾因素也在不断积累，非工程防洪措施还存在许多问题。通过对各种因素的综合分析，认为目前黄河下游防洪形势仍然十分严峻，必须增加对黄河治理的投入，大力开展基础性研究工作，采取有针对性的措施进行综合治理。

The situation of dyke broken boce every three yeare in the Yellow ffiver has been changed for over fifty years since the people hamessing the river, and tke lower reaches has been guaranteed salty in the nood seasons. However, the river bed is conhnuously silted up, the dykes is gening higher and higher, environmental factors causing disasters are changed, danpe bo the river channel is aceumulatively continued, and there are lots of problems in the non-project beatmenta for flood Protechon. Based on the analysis of various elements in the paper, it is realized that at present the situation of flood Protection in the lower Yellow River is still severe and the investment for the Yellow River regulation should be increased,basic research should be sbengthened,and coeresponding measures should be appied for comprehensive management.
