我国区域生态补偿实践中的制度改进问题

Study on Institutional Improvement of Practicing Regional Ecological Compensation Mechanism in China

构建生态补偿机制,还原生态以价值,不仅是环境降压的出口,而且有利于缩小区际间的差距,促进环境建设,走可持续发展的道路,同时也符合构建和谐社会的精神。笔者在回顾我国区域生态补偿实践工作的基础上,针对目前生态补偿体制与机制中存在的主要问题进行了深入的分析,在此基础上,就如何完善我国区域生态补偿的体制和机制做了进一步的探讨。

Constructing eco- compensation mechanism can not only realize the values of ecology, reduce the pressure, of environment, but also narrow the differences between areas, prornote environmental construction in the sustainable development way and coincide with the principles of structuring the harmonious society. Based on reviewing the practice of regional eco- compensation of China, The author tries to deeply analyze the main problems of present system and mechanism of regional eco- compensation. And then, the author makes a thorough discus that how to improve the system and mechanism of regional eco-compensation of China.
