王旦是北宋前期以务实安静为行政风格的宰相,因附和、参与天书封禅而受到当时及后来人的批评。天书封禅闹剧是北宋社会经过近50年安定发展并呈现初步繁荣形势下真宗君臣在政治上无所作为的表现,是北宋统治集团由开拓进取向因循保守转变的重要标志,具有明显的时代特色。天书封禅对当时的政风、民风乃至官僚队伍都产生了十分消极的影响。

The farce of ＂Tianshufengshan＂ was a manifestation of Emperor Zhao Heng and his officials attempting and aecomplishing nothing in politics under the beginnings of prosperous circumstances presented by nearly 50 - year stable development of the society of Northern Song Dynasty;in addition,it was also an important sign of transformation from opening up and forging ahead to following the beaten track, which had obvious era characteristics.
