北伐战争中的迁都之议,始于1926年8月22日在长沙召开的特别联席会议;蒋介石在1926年10月前没有提出迁都武汉的动议,而只是要求国民政府选派要员赴鄂主政,其动机除针对唐生智、国民党左派和共产党外,还有发展国民党党务以巩固北伐成果的考虑;中共对迁都之议的态度,既受共产国际代表的影响也有自主性,直到国民政府迁到武汉后才改变反对的立场。

The beginning of the proposal of moving the capital in Northern Expedition was on 22nd,Aug, 1926 when the Special Joint Meeting was convened in Changsha. Before October 1926, Chiang Kai-shek did not raise the motion of moving the capital to Wuhan,just requested that the National Government select some important officials to take charge of the governmental affairs in Wuhan, his motivation was not only against Tang Shengzhi, the leftists of KMT and Communist Party of China, but also had the consideration of developing KMT to consolidate Northern expedition results. The Communist Party of China was against the proposal of moving the capital to Wuhan, in accordance with the attitude of the representative of the Communists International. Only after the National Government had moved to Wuhan did CPC change her opposition position.
