摘要
通过比较分析晚清预备立宪时期与日本明治维新时期的官制改革,探讨晚清官制改革失败的诸多原因,如:领导班子缺乏凝聚力、中央集权的失败、国内经济文化的落后、民族矛盾的激化、改革的策略和时机不对,这将对当今我国的宪政建设具有非常重要的意义。
This paper compared with the reform success of the Meiji Reformation officials in Japan,the failing reasons of officials system reform in late Qing Dynasty are comparatively analysed.It is included that there is no powerful leadership cabinet,failing of the central power,the economic and cultural levels are backward,serious conflicts of Man and Han and inappropriate strategies and opportunities of choosing reform,These researches will have important meaning to the present national constitutionalism and politics construction in our country.
