党中央提出了构建社会主义和谐社会的号召，明确了和谐社会的内容和目标。构建社会主义和谐社会，内容丰富，是一个系统工程，需要社会各方面协调配合，其中法律的保障必不可少。民主离不开法律，没有法治保障和制度安排，民主只能是一句空话。公平正义离不开法律，无论是权利的公平或者机会的公平，程序的公正或者结果的公正都需要法治的保障。诚信离不开法律，没有法律强制力作支撑和后盾．社会信用体系无法确立。安定离不开法律，否则，稳定的社会环境和安定的社会生活秩序无从建立。人与自然和谐相处离不开法律，没有完善的环保法规和严格的环保执法，生态环境的保护就会落空。构建社会主义和谐社会，也就是构建社会主义法治社会。

The Central Committee of the Party has brought forward constructuring harmonious society of socialism ,makes clear content and target of harmonious society . Structuring harmonious society of socialism is a system that is rich in content . It needs every aspect＇s harmonizes composition , among them law is essential. Democracy can＇t be seprated from law and can only be a meaningless term without law rules. Impartial justice can＇t be seprated from law , neither procedure justice or result justice nor right fairness or chance fairness can live without the rule by law . Sincere can＇t be seprated from law , social credit system can＇t establish without law＇comelling force . Stability can＇t be seprated from law, otherwise, the stable social environment and stable social life order have no way to build. Human being and the nature is harmonious to get along with being unable to be seprated from law , without perfect environmental protection law and strictly enforcing the law , the ecological environment protection isn＇t capable to do . Structuring harmonious society of socialism is just structuring socialism rule by law.
