小卫星的研发具有与传统卫星研发不同的模式。从虚拟企业这一全新的组织模式出发,分析了小卫星研发过程中虚拟企业的组织过程;在此基础上,对小卫星研发过程中虚拟企业的组建过程进行设计,并对直接关系到虚拟企业研发模式成败的关键问题——合作伙伴选择进行了深入研究。

There is a different model of research and development （R＆D） between moonlet and traditional satellites. The organization process of virtual enterprise in R＆D process of the moonlet is analyzed by means of the fully new organization mode-virtual enterprise. On this base, the composing process of virtual enterprise in R＆D of moonlet is designed. Furthermore, the partner selection, which is the key problem of the R＆D mode, is profoundly discussed.
