Now the state operated key coal mines are owed with payment for selling coal up to 20 billion Yuan. It makes coal enterprises seriously short in funds and critically restricts the growth of coal indutry. This paper puts forward the way and steps to solve the problem of clearing up debts by analyzing the reasons and intentions of payment in arrears.
