我国公立医疗机构职工流动现状分析 被引量:6

Status Quo Analysis of Employees' Flow Among Public Medical Institutions of China

摘要 目的明确我国公立医疗机构间职工流动的现状。方法通过分层整群抽样方法选取了全国各级各类376所样本公立医疗机构,获得流动职工个人人事方面和调动去向信息,分析东中西部地区人员的地区流向和流动人员素质的变化趋势。结果中西部地区公立医疗机构的人力都为净损失,5年半损失分别为9203人和679人,东部则净流入9882人;总体上,中东部公立医疗机构的人力素质在5年中得到明显改善,西部虽然从学历来看,人力素质也在提升,但结合职称和流出人员的素质因素分析后发现,总体上变化不明显,并且中西部与东部的人力素质相对差距有扩大的趋势。结论我国公立医疗机构的人员流动存在中西部向东部流动的现象,西部医疗机构卫生人力的素质处在徘徊状态,并且中部人力素质提高的程度不及东部地区,这势必将导致东部地区具有更大的竞争优势而加剧医疗资源地区不平衡的状况,从长远来看,无疑会对地区之间的卫生服务公平性造成不利影响。 Objective To make clear status quo of employees,flow among public medical institutions(PMI)of China. Methods 376 PMIs had been sampled by stratified and cluster sampling method to investigate flow employees' personnel data and shifting direction,which were employed to analyze basic condition and makings' changing trend of flow employees among different areas.Results There existed phenomenon of employees' flow from midwest to east area.In past 5 years,the employees' makings in middle and east PMIs had improved notablely,though from the aspect of educational background,the employees' makings in west PMIs had also improved,synthesized analysis found it negative, and the employees' makings gap between midwest and east PMIs manifested the aggrandized trend.Conclusion The above status quo of employees' flow among different areas would aggravate the medical resources' unbalance in different areas and be harm to sustainable development of medical facilities in midwest area.
