摘要 公立医院管办分离改革实践应当遵循什么原则至关重要。基本原则是人们决策和行动的依据和方针,反映人们的价值观念和利益取向,反映人们决策和追求的总体目标。基本原则决定和指导具体的改革实践。公立医院管办分离改革的价值目标和政策目标模糊不清,基本原则尚不清晰。提出公立医院管办分离改革应遵循的5大基本原则。公立医院管办分离改革应遵循的基本原则的核心是,公立医院应按照社会福利机构改革发展的基本原则来设计管办分离改革,解决现存的问题,改善全体公民的健康福利状况。 What the basic principal of according to government regulation hospital separate from hospital management is a core issues.Basic principal is foundation and direction of people decision-make and social action, representation the dominants values and interests orientation, demonstration the overall object of decision-make and social progress.Basic principal decide and guideline the reform practice.What the main values goal and policy goal of the vovernment regulation hospital separate from hospital management in China not clear, and the basic principal not clear too.first to propose the five basic principal of division between public hospital regulation and management affaires.
