创新医院管理 推动公立医院科学发展

Innovate hospital management and realize the scientific development of the state-owned hospital

胡锦涛总书记在党的十七大报告中指出:健康是人全面发展的基础,关系千家万户的幸福。要建设覆盖城乡居民的医疗服务体系,为群众提供安全、有效、方便、价廉的医疗卫生服务。这就要求我们必须解放思想、开拓创新,特别是公立医院必须坚持"以人为本"、以病人为中心的理念,运用创新理论,不断创新医院管理,实现医院科学发展。结合创新理论和医院管理,从管理理念创新、管理机制创新和管理体系创新等方面,论述如何通过创新医院管理来推进公立医院全面、协调、可持续发展。

In the report of the 17^th national congress of the Communist Party of China, Greneral Secretary Hu Jintao pointed out that health is the human＇s basement of fully development, and health care services determine the happiness of the thousands of families.We need to construct the health service systems covering both cities and countries, and to provide safe, efficient, convenient and cheap medical services.These require us to emancipate the mind, keep exploitation ＆ innovation. In particular, those public hospitals must persist in the concept of ＂people oriented＂, namely ＂patients oriented＂, using the innovation theory to innovate hospital management and realize the scientific development of the hospital. Combining the innovation theory and hospital management practice, this paper discusses how to advance the public hospital with complete, harmonic and sustainable developments through innovating hospital management in the aspects of concept, mechanism and system.
