摘要
公务员的利益得失是最复杂的政治问题和社会问题之一。将公务员利益诉求的合理性与满足的程度置入社会公共治理的系统工程中,从公务员利益需求满足的外在公平性的层面进行思考,建立起以利益调节为核心的、适应市场经济体制的、符合我国生产力发展水平的、较为科学规范的公务员工资制度,是完善社会利益整合机制的关键元素。
Civil servant interest's gain and loss have been considered as the most sensitive and the most complicated political and social problem. This article talks about civil servant self- interests and the realization limitation, and also intends to comprehend civil servant interest depending on putting the rationality and contentment of civil servants self- interest requirements and the realization limitation into reducing the conflict of interest of different social groups to guarantee social equitable, justice, and the harmony of social relationship, and establish social public governance system and engineering mechanism of socialism harmonious society. Especially, the author gives great attention to meeting the need of the outside justice of the interests. To settle the conflict of interest of different social groups , the author puts forward the establishment of the civil servants' payment system and conformity mechanism on the basis of interest ad- justment, which can meet the market economic system and productive development level and be more scientific and normal.
