摘要
腐败是清后期漕弊的突出表现,是社会经济发展的产物,但由吏治而海运而停漕的漕运改制思想提供了一种切实可行的腐败治理思路。同时,清政府的偏好受河运派和海运派两大利益集团博弈的影响,思想付诸实践的过程出现了一些反复。
Political corruption is the major cause of the problems in the canal transportation of Qing Dynasty, and the bureaucratic reform initiated by the Qing government proves feasible in the correction of corruption. The two preferences among the government officials, river transportation and sea transportation, seem to have great influence on the policy making of the government and thus cause a certain degree of obstacle in the implementation of the policies.
