沙俄的本土扩张以及苏联时期民族工作中的某些失误是苏联民族问题错综复杂的根源。民族因素在苏联解体过程中加剧了政治、经济和社会等领域的矛盾,但我们不能因此否定苏联民族国家建设的成绩,夸大民族因素在苏联解体中的作用。文章追溯了苏联民族问题的起源,分析了苏联民族国家建设的成绩、不足以及民族问题在不同区域的不同表现。

The intricate and complicated ethnic problem in the Soviet Union is rooted in the expansion of Tsarist Russia and some mistakes in ethnic work during the period of Soviet Union.Ethnic factor intensifies the contradictions in political,economic,and social and other fields in the disintegration of the Soviet Union,but we cannot deny the achievements by the Soviet Union in the construction of a national state and exaggerate the effect of ethnic factor in the disintegration of the Soviet Union.This paper traces the root of ethnic problems in the Soviet Union,analyzes the achievements and deficiencies of the Soviet Union in national state construction and discusses the different forms of ethnic problem in different areas.
