The Policy Evolvement on Floating Population in Shanghai

以时间为轴线,在透视社会经济背景的基础上,分析改革开放以来上海市外来人口政策法规的演变轨迹。可见:上海市外来人口政策的演变与经济发展和人口状况密切相关。目前,上海市对外来人口已由管理为主向管理与服务并重转变,依据外来人口对城市的"潜在贡献"实施差别化待遇,体现了当前上海市"控制人口,但不控制人才"的城市人口发展战略。

Chronologically, this paper analyzes the policy evolvement on floating population in Shanghai since the adoption of the state policy on reform and opening up. And it comes to the conclusion that the policy on floating population in Shanghai has shifted its focus from management to service with expanding service scope and intensified service function. But the service also shows differences among different walks of people. At the same time, the policy elevates its threshold for the floating people who want to apply for Shanghai nationality. Apparently, the population strategy of ＂controlling population rather than talents＂ is going to be shaped successfully.
