社会保障具有鲜明的伦理特性,伦理道德支持社会保障制度的建立和运行,社会保障制度推动伦理道德的进步和发展。目前,我国社会保障制度中的结构不合理主要是由于二元保障体制的存在,这使广大农民一直处于社会保障制度的边缘。因此,建立新型的充满人文伦理关怀的农村社会保障制度势在必行。

Social security bears sharp ethical characteristics, and ethics inversely supports the establishment and running of the system. Now the problems in China＇s security system are mainly due to the dual model, making the majority of farmers in the margin of the system. Therefore, to establish a new type of rural security system full of cultural and ethical concerns is imperative under the situation.
