文章在文献研究的基础上,运用相关理论,并根据对少数民族地区文化旅游资源的实际调查,探讨了合理的制度安排对少数民族文化资源的保护问题。本文认为企业家精神型政府的角色、剩余索取权利的合理安排和相关利益者的共同协调三个方面的综合作用是少数民族地区文化旅游资源保护制度安排的关键,其中,企业家精神型政府的作用是前提基础。文章为少数民族地区文化旅游资源的可持续发展提供了制度安排的参考决策。

The paper discusses the reasonable institution arrangement for protection cultural tour resources in ethnic regions based on literatures and survey study, The article considers that it is the key that entrepreneurship spirit of governments, reasonable of arrangement of residual claimancy and harmonizing stakeholders all operate. The entrepreneurship spirit of governments is precon- dition. The strategy of institution arrangement is provided for sustaining development of cultural tour resources in national minority ethnic regions.
