Speeding up the Formation of Human Capital and Promoting the Tibet Industrial Growth

人力资本是推动当代西藏产业成长的主导要素。和平解放50多年来西藏的人力资源开发取得了巨大成就,但与全国平均水平相比仍有较大的差距,其在人力资本形成中还存在着一些突出问题,因而采取有力措施加快西藏人力资本的形成在现阶段十分迫切与必要。

The human capital is the leading element to push the industrial growth in Tibet .The exploitation of Tibet human resources gains the great achievements since the peaceful liberation over more than fifty years ,but there are still large gap comparing with the average level in the whole country and some outstanding problems are still here in the human capital forming process. So taking strong measures to quicken the formation of human capital is very urgent and necessary.
