试论1912-1949年大学教授在校务决策中的权力变化及原因分析——以政府颁布的法规为例

Analysis of the Change and Reason of the Professor Decision-making Power of University Administrative Affairs in 1912-1949——Take the Rule of Law which Issued by the Government as an Example

1912年《大学令》的颁布标志着评议会、教授会等组织在我国近代大学中正式建立起来,他们赋予了大学教授参与校务决策的一系列权力。在之后各执政政府颁布的法规中也规定建立教授会等组织,但是大学教授在校务决策中的权力却有很多变化。导致这些变化的原因既有不同大学理念的影响,又有政治形势的左右。

The issue of ＂The College Order＂ indicates that the setting up of the organizations of the senate, professoriate for the modern university in our country formally in 1912, and the organizations endues a series of power of the decision-making of administrative affairs for the university professor. The rule of law which issued by the government stipulates the university can set up the professoriate, but the professor＇s power.of decision-making in the university administrative affairs has a lot of changes. The reasons which cause these changes are the influence of the idea of different universities ; also there are the influences of the political situation.
