高校财政拨款政策的研究

目前高校特别是地方高校财政吃紧是个突出问题,严重困扰着高校的生存与发展。本文通过对高校财政拨款体制演进的分析,提出高校要在财政拨款体制上进行创新,以解决生存危机。其中改革拨款方式、建立教育基金、实行投资主体多元化是有效手段。

At present,financial crisis in universities and colleges is very obvious, especially in the local ones. This constitutes a great threat to the snrvival and development of colleges and universities. By analyzing the financial allocation system of universities and colleges, this article puts forward that financial allocation system must be innovated to solve the survival crisis, effective ways of which includes reforming appropriation mode, setting education fund and diversifying investment subjects.
