Steering and paddling——Viewing government's public service function from the relation between Chinese government and the Third Sector

中国的第三部门起步较晚,在发展过程中形成了与政府的特殊关系。这种关系反映了处于转型时期的中国政府的公共服务职能的转变。由于中国的国情与西方不同,这种公共服务职能的转变也是不同于西方国家的。

The Third Sector in China starts relatively late, which formed a special relation with the government in the process of developing. The relation reflects the public service function turning of Chinese government in the period of the transformation. Because of the different national conditions between China and western countries, the turning of public service function is different from that in western countries.
