法国是一个具有悠久的农村公社传统的国家。而作为最基础的行政单位的市镇,沿袭了法国传统的社区划分,成为最基本的社区和公共服务机构。城市共同体、聚居区共同体和村镇共同体是近半个多世纪以来具有法国特色的行政层面的公共服务机构。

France boasts a long tradition of rural communes. The township, as the most fundamental administrative unit, inherits the traditional French community division and becomes the most fundamental community and public service institution. For nearly half a century, urban communities, residential areas communities, villages and towns communities have been public service institutions on the administrative level with French characteristics.
