宁波市政府决策咨询机制建设的实证研究

An Empirical Study of the Governmental Decision Consultative Mechanism Construction in Ningbo

宁波市政府决策咨询迄今尚未步入制度化、程序化和规范化的轨道,而近年来宁波经济社会的快速发展,对整个政府系统的决策质量又提出了更高的要求,因而政府决策咨询机制的建设已具有突出的紧迫性。宁波市政府决策咨询现存问题有领导决策咨询意识淡薄;决策咨询机构分散和职能交错;民情民意反馈机制功能不强;决策的民主、监督机制尚未形成。为推进政府决策进入规范化、制度化和法制化轨道,必须整合现有力量,建立政府决策咨询的组织机构;界定重大决策事项范围,将重大决策咨询论证制度化;拓宽民意征集渠道,建立民情反映制度;建立和健全决策的监督和纠错机制。

The construction of the consultative mechanism of the governmental decision constitutes an important component of governmental administration by law, as well as a contributing factor of the democratic and scientific governmental decision. However, the governmental decision consultative mechanism in Ningbo has not been systematized and canonized. Therefore, the construction of governmental decision consultation and its mechanism is essential. In this paper, some suggestions on the construction of the governmental decision consultative mechanism will be given on the basis of an empirical analysis of the present issues.
