After having conquered Bo-hai State, Liao Tai-zu invested Yelv Bei monarch of Dong-dan instead of prince royal to establish Dong-dan State, who was well up on the cultures of Han and Tang. He had achieved accomplishments in education and military, which could bring Bo-hai under his control and remove the difference and actualize the ambition that held the Central Plains unification. The changes was decided by Yelv Bei＇ self-diathesis at the same time.
