国家对基层广电事业提出了确保"村村通"长期通的新目标,但由于西部基层广电事业自身固有的问题以及在"村村通"建设中产生的新矛盾,完成艰巨任务存在很大困难。而且西部基层广电事业原有的资源条件和经营环境受挤严重,旧的发展方式力不从心,困局渐显。政府主导、行业直管、整合资源、纵深开发是西部基层广电事业改革发展,建立"村村通"长效机制的关键性策略。

The project ＂Extend radio and TV coverage to every village＂ is one of the strategies that China takes in order to speed up the information communication and transportation infrastructure. This is a very important strategy to motivate China to have a balanced and rapid development. Right now, the implementation of the concept of developing scientifically and constructing a harmonious society gives this project an unprecedented opportunity and a new challenge at the same time. During the process of implementing the project, there are series of new problems and conflicts such as technical method, the development of cable TV, modernizing people＇ s way of thinking and so on. To comprehensively utilize a multi-pronged method and to build service teams are the measures to be used to solve the above problems and conflicts. Along with other measures, they can also improve the development scientifically, therefore to make the project of ＂Extend radio and TV coverage to every village＂ a long term program.
