摘要
在分析、界定公共利益的基础上,研究了我国土地征用过程中的公共利益损失测度方法,给出了基于寻租租金、社会成本、土地资源价值理论的3种测度方法,对比分析了它们在公共利益损失的产生原因、经济学原理和测度模型3方面的不同特征,并进行了测度模型的影响因素和可行性分析。
Based on the analysis and definition of public interests, this paper studies on the measurement methodology for the loss of public interests during land requisition in China. It represents three kinds of measurement methodologies distinguishingly based on Rent-seeking, Social-Cost and Land-Resource-Value theory. And then it compares the different characters among them in three aspects such as the reasons that caused the loss of public interests, economic principles and measurement models. Meanwhile, it gives the impact analysis and feasibility analysis to the above models.
