重庆市医疗卫生机构实验室生物安全现状调查与对策

Investigation on laboratory biology safety of medical institutions and countermeasures in Chongqing City

目的了解重庆市病原微生物实验室生物安全现状,为市卫生主管部门制订全市生物安全政策和管理措施提供科学依据。方法依据《病原微生物实验室生物安全管理条例》和《实验室生物安全通用要求》等法规标准制订量化调查考核表,对重庆市部分区县40个机构的实验室生物安全硬件和软件现状进行现场调查。结果综合得分90分以上有1个实验室,70～89分有18个实验室,69分以下有21个实验室,合格率为47.5%;疾病预防控制机构实验室生物室现状明显优于医疗机构实验室。结论重庆市医疗卫生机构实验室生物安全现状总体不容乐观,政府应加大投入力度,抓好实验室硬件和软件建设,建立健全实验室生物安全管理体系。

Objective To investigate the situation of laboratory biology safety of medical institutions, so as to provide scientific basis for formulation of relative policy and countermeasures. Methods Quantized evaluation table was designed according to the regulations of ＂Biosafety Management Reg- ulation of Laboratories for Microorganisms＂ and ＂Laboratories-General Requirements for Biosafety＂ Appling the table, the hardware and software situations of 40 laboratories in Chongqing were surveyed. Results One laboratory scored above 90, 18 laboratories scored between 70 and 89, 21 laboratories scored below 69. The qualification rate was 47.50%. By contrast, the qualification rate of labo- ratories was higher in disease prevention and control institutes than in medical ones. Conclusion The situation of laboratory biology safety of medical institutions in Chongqing is not in a good state. The government should give more support to improve the hardware and software of laboratories, and to perfect the management system of laboratory biology safety.
