21世纪初期我国义务教育财政政策变革探析

Analysis on the Reform of Chinese Compulsory Education Finance Policies at the Beginning of 21st Century

21世纪初期我国义务教育财政政策在经费投入、投资管理体制和收费政策方面的变革,使教育经费投入总额增长较快,生均教育经费和公用经费增长明显。今后应建立教育公共经费投入的保障机制和分担制度,规范转移支付制度。

At the beaginning of 21st century, our national compulsory education experienced several reforms on expenditure, investment and management systems and inereased its educational funds and public funds. Form now on, protective system of educational public expenditure showld be established so as to normalize the shifing payment.
