摘要
为贯彻落实《中华人民共和国气象法》等关于组织实施防雷装置设计审核和竣工验收的法律法规,开展好防雷建设项目设计的科学技术评价工作,结合防雷规范标准及相关法律法规要求,论述了对建设项目防雷设计应该用科学技术评价方法进行评价。对建设项目防雷设计技术评价的基本程序、评价原则、评价报告内容等问题进行探讨,并提出防雷设计技术评价过程中应注意雷电的接闪分流接地、等电位联结、屏蔽以及浪涌保护等主要技术问题。
In order to carry out and fulfill the laws and codes about organizing and implementing examination and verification as well as final acceptance of the lightning protection device design specified in Meteorology Law of the People's Republic of China, and carry on scientific and technological evaluation task for lightning protection construction project design, combined with the requirements specified in lightning protection codes and criteria as well as related laws and regulations, it is dissertated that the lightning protection design for construction projects should be evaluated by applying scientific and technological evaluation method; the basic procedures, evaluating principles and the content of evaluating report for technical evaluation of lightning protection design of construction projects have been researched; and the main technical problems to which attention should be paid in technical evaluation of lightning protection design such as lightning airtermination down-conductor earthing, equipotential bonding, shielding and surge protection, etc. have been presented.
